At the end of 2025, we released a brand new report exposing a massive pipeline of military aircraft parts and explosives flowing from Canada to Israel via the U.S., facilitated by a deadly loophole in Canadian law.
- 150 shipments of Canadian explosives and flammable materials sent from General Dynamics facilities in Québec to the U.S. Army Ammunition Plants making 2,000-pound bombs, 155mm shells, and tank rounds for Israel.
- 433 shipments of TNT made in Poland routed through Port Saguenay, Québec, en route to U.S. bomb plants producing the same 2,000-pound bombs used on Gaza.
- 34 shipments of aircraft components sent by Lockheed Martin to the Israeli Ministry of Defense and Air Force between April 2024 and August 2025—immediately after receiving matching components from Canadian suppliers.
- Hundreds more shipments of Canadian aircraft parts to Lockheed’s assembly line in Texas to build every F-35 jet for Israel.

THE NO MORE LOOPHOLES ACT
This report exposes a massive flow of Canadian-made military components that reach Israel through the “US Loophole”. With Bill C-233, we have a rare opportunity to change Canadian law in order to close that loophole.
On November 19th, NDP MP Jenny Kwan presented the No More Loopholes Bill (Bill C-233) in Parliament, in an effort to close dangerous gaps in Canada’s arms export laws that allow Canadian-made weapons parts to be shipped through the U.S. and on to Israel or other conflict zones without oversight.
The bill will come up for vote in late February 2026. The only way this bill will pass and become law is if our movements organize to push our MPs to vote for it.
BACKGROUND INFORMATION
How does the Canada-Israel arms trade work?
The flow of military goods between Canada and Israel operates through three distinct avenues:
- Direct commercial exports from Canadian companies to Israel. These exports require permits issued by the Canadian government, many of which have now been paused because of the pressure our movements have put on the Canadian government to stop arming Israel.
- Indirect exports where Canadian arms are shipped to Israel through transfers via the United States, employing a major loophole exempting military exports to the US from having to go through Canada’s permitting requirements, human rights risk assessment regime, and any measure of transparency.
- Imports of Israeli military technology and hardware, including the purchase of weapons that have been deployed against Palestinians during the current bombardment of Gaza, and are in turn marketed to international customers like the Government of Canada as
“battle-tested” and “combat-proven.”
The No More Loopholes Bill is about addressing the second of these pathways.
How does the US Loophole work?
Every year, Canada exports over a billion dollars of military goods to the US – the vast majority without permits, regulation, or any tracking of their final destination. Canada’s arms exports to any other country require permits and are evaluated for risk of being used to commit war crimes or other gross violations of human rights. But most of our military exports to the US are exempt from permitting or regulatory oversight due to diplomatic agreements between the two countries – even for weapons or arms components subsequently destined for non-American end users.
Once in the US, Canadian-made components are integrated into major weapons systems including warships, drones, fighter jets, and missiles by American military giants like Lockheed Martin and Raytheon. Many of these weapons are then sent on to Israel — as detailed in the above report.
The vast majority of the Canadian military goods and technology that Israel is using in its ongoing genocide has gone to Israel this way, ie. through the US first. The Canadian government’s pause on issuing direct permits for military exports to Israel did not impact these exports at all: Canadian-made military goods have continued to flow to Israel through the US loophole.
What is the No More Loopholes Act?
The No More Loopholes Act – formally called C-233 An Act to Amend the Export and Import Permits Act – is a Private Member’s Bill (PMB) proposed by NDP MP Jenny Kwan (Vancouver East) and presented to Parliament on November 19 2025.
If passed, it would amend Canadian law to:
1) Close the U.S. loophole: No more automatic exemptions for U.S.-bound weapons.
2) Treat parts like weapons: Military components face the same scrutiny as finished systems.
3) Ban complicity in war crimes: Adopt international law that prohibits exports linked to genocide or crimes against humanity.
4) End blanket permits: Every export requires individual approval and human rights review.
5) Transparency: Annual reports to Parliament on what Canada exports and where it goes.
